Sound alert (suggestion)

hi , I would like to see an app feature for both (PC) and (phone) where you can set sound alerts for new warnings, watches and statements or even updated warnings and watch zones. I would like it to also be customizable with maybe a custom mp4 sound import option as well (if possible). I would also like it to be customizable on what causes the alert sound to play such as specific alerts (ie: tornado warnings , severe thunderstorm ect while excluding marine statements or floods.
